
New York employers preparing for 2027 have two important developments to watch: standard minimum wage rates will remain unchanged on January 1, while minimum wage rates for home care aides will increase. A separate proposal could bring additional increases on March 1, 2027, but it still requires legislative approval.
Here is what employers should know as they plan payroll budgets and review workplace notices.
Standard Minimum Wage Rates Will Remain Unchanged on January 1
Under the current schedule, on January 1, 2027, New York’s standard minimum wage rates will remain:
- New York City, Long Island, and Westchester County - $17.00
- Remainder of New York State - $16.00
These are the same standard rates that took effect on January 1, 2026. Employers should also review any industry-specific requirements that apply to their workforce.
Why Is the Automatic Increase Paused?
Beginning in 2027, New York’s standard minimum wage adjustments are tied to inflation. However, the law includes economic “off-ramp” provisions that can suspend an automatic increase.
An employment-related off-ramp was triggered for 2027. According to the Governor’s program bill memorandum, a decline in employment activated that provision, preventing the scheduled January inflation adjustment.
Home Care Aide Rates Will Increase
The January freeze does not apply to the minimum wage for home care aides. Their hourly minimum wage rates will rise on January 1, 2027:

- New York City, Long Island, and Westchester County - $20.00
- Remainder of New York State - $19.00
Home care employers should prepare for these scheduled increases when reviewing payroll and applicable notices.
A March 1 Increase Has Been Proposed
Governor Kathy Hochul has proposed changing the law’s off-ramp provisions to allow an inflation-based increase beginning March 1, 2027.
If approved by the State Legislature, the proposal would establish these hourly rates:
New York City, Long Island, and Westchester County
- Proposed Standard Minimum Wage - $17.60
- Proposed Home Care Aide Minimum Wage - $20.30
Remainder of New York State
- Proposed Standard Minimum Wage - $16.55
- Proposed Home Care Aide Minimum Wage - $19.30
As of October 6, 2026, these March rates are proposed—not approved requirements. Employers should monitor legislative developments and official state announcements before treating them as final.
What Should New York Employers Do Now?
As a practical planning step, employers should:
- Use the confirmed January rates when preparing payroll for the start of 2027.
- Prepare for the January 1 home care aide increases, where applicable.
- Monitor the proposed March adjustment and its legislative status.
- Review workplace postings against the latest official notices, including industry-specific requirements.
A freeze in the standard minimum wage should not be treated as confirmation that every workplace posting is current. Reviewing the complete set of applicable notices remains a useful part of year-end planning.
